Hello everyone! I am a recently ordained Gnomean minister and was curious what is the correct verbiage for wedding officiating. Is this By the power vested in me by the Church of Gnome?

Who vested you with the power? That's who you would mention. Either the Church of Gnome, the State of <whichever> or both.
You can also just say, "I now pronounce you married/wed/husband and wife/etc." without mentioning who vested you with the power. The important part is that you pronounce the marriage.
