To answer your answer simply Yes Church of Gnome is a recognized Church.
While you can order all the documents from the Church of Gnome store that shows you are in good faith and have the authority vested upon you for Officiating a wedding, You must check with your local Governing body and the state requirements to Officiate a wedding.
Each state has their own lays and regulations for who can and cannot officiate the wedding.
I have been ordained for 10years now and done weddings in 3 states. All had vastly different paper work and costs associated with Performing a wedding.
Plan ahead will greatly reduce last minute stress and road blocks, for you and the couple getting married.
